The 700 block of South 8th Street (between Christian and Fitzwater streets) is perpetually covered with trash. We've lived nearby for seven years and at no point has the block been clean.
Is the city aware that this block exists? Does street sweeping exist?
It truly is a blight on the neighborhood, and such disregard invites crime.

The Streets Department will no longer provide mechanical cleaning or flushing (street cleaning) to residential cleaning routes. They will continue to provide cleaning for Center City and all of our commercial routes throughout the City.

Citizens may also contact the Community Partnership Program (CPP) which operates year round lending supplies to community groups to clean up their neighborhoods. CPP also coordinates with Streets Department Sanitation Division on the removal of the bagged trash once a clean up is completed. All equipment loans are for one week usage. Extended loan periods are available.

The Streets Department can call this issue closed, but the fact is that SEPTA has a stop on the block, and trash often collects there, as well. It's also within two blocks of South Street, which is a major commercial route.
The details and contact information regarding other organizations are helpful, but they do not substitute for the city's responsibility to keep its streets clean and, therefore, safer.
If the city government is not responsible for keeping the city clean, what is it good for?
