Around 7:05 am, a man was dumping a bag of trash in the storm sewer on the southwest corner of League St. When we looked into the storm drain, it was filled was plastic water bottles, papers, and other garbage. It appeared as if this had been happening for a while. After dumping his trash, the man walked north on 6th Street.

Nice. And people wonder why the storm drains back-up in a heavy rain.
Did you see how far up 6th this guy walked? Has it happened before?

From the amount of trash, it looks like it has happened numerous times. I have not seen him before. I confronted him and his only response, which came as he was hurrying away, was that he was accosted the night before by someone with a gun.
We stood on the corner to see where he was headed, but with the cars parked on the street, we lost him somewhere near Kimball. He was an Asian man, probably in his mid-40s, about 5'7" or 5'8" and 150 pounds. He was wearing a light blue shirt.

If you see him coming again, call 911. What he is doing is illegal and there's nothing wrong with calling the cops for that.
Let him know that:
1. You have called the cops
2. That you are filming him/taking pictures of him (assuming you have a camera on your phone)
3. That he can be fined 10,000 dollars if caught
