Opis
This is an absentee landlord owned building. The tenants on 3rd floor are dumping trash and used, dirty waist water off 3rd floor porch. This goes all over my building and my yard. My yard is used by small children and 2 dogs. This is ongoing issue with many problems from this building.

I'm going to assign this to Inspectional Services, however, I believe they're going to come back and tell you that this is a dispute between two property owners and that the City has no jurisdiction. I anticipate them telling you that you need to contact the property owner personally.
