I'm sure that the city will say that this is not responsibility and that it lies with the Chelsea PD.
I do agree with you that the City SHOULD do something and not just let other entities ignore these issues.

Today on my way to work, Yours Truly experienced the same thing...and yelled at the driver while trying to fish out my phone to take a picture. The driver looked shocked and confused at my yelling, so I get the impression that he didn't know he was in the wrong, but that didn't calm my anger any.
The long and short of it is that the City can't "make" Chelsea Police or State Police do things. Being the squeaky wheel is the way to go, but it needs to be properly directed or you wind up frustrated with no satisfaction. Remember, the signage on the Tobin is Mass. Dept. of Transportation. Enforcement on the bridge and down the ramp to the stop sign is Mass. State Police. Once through the stop sign on Chestnut, then it's Chelsea PD.
Since a friend reached out to me about this very issue, I will offer the info I gave her:
(1) The number for Mass DOT is 857-368-4636, but I just ended up in someone's voicemail. Alternatively, you can lodge a complaint/offer a suggestion online here (scroll down to the form): http://www.massdot.state.ma.us/ContactUs.aspx
(2) We learned that the State Police Troop responsible for the Beacon Street ramp is Troop A-5 in Revere (http://www.mass.gov/eopss/law-enforce-and-cj/law-enforce/msp-troops/troop-a/station-a-5-sp-revere.html). Be the next to lodge a complaint by calling (781)-284-0038.
(3) The non-emergency number for the Chelsea Police is 617-466-4855.
